1. Önce karşısındaki sorunu iyi tanımaya ve tanımlamaya (yani kodlamaya),
2. Kendisinden önce bahis konusu sorun veya sorunlar için ortaya atılmış çözüm önerilerini iyi öğrenmeye ve bunların başarısızlık ve/veya uygunsuzluk nedenlerini doğru teşhis etmeye,
3. Sorunun veya sorunların çözümü veya çözümleri için uygun varsayım önerileri üretmeye,
4. Kendi önerdiği varsayımlara körü körüne asla bağlanmadan onları en acımasız bir şekilde gözlem raporlarıyla denetlemeye,
5. Başarısız olduklarına inandığı varsayımları derhal eleyerek yerlerine yeni gözlem temelini de dikkate alarak (yani kendi çözüm önerilerini başarısız kılmış olan gözlemleri de değerlendirerek) yeni varsayım önerileri üretmeye,
6. Bu yeni varsayım önerilerini de daha önceki varsayımlar için yaptığı gibi gözlem raporları ışığında denetlemeye büyük özen göstermiştir. Bu yöntem, Atatürk'ün işlerini neredeyse bitirdiği yıllarda, Karl Popper'in tüm dünyaya gösterdiği gibi, doğa bilimlerinden bildiğimiz, bilimsel yöntemin ta kendisidir.”
