If you are talking about Castillo, Quan did.

I am speculating here, but I think both Trey AND Brad killed Officer Castillo. Justyce wrote a letter to Quan with a photocopy of a document from the district attorney that says NEITHER of the bullets found in Castillo's body matched his weapon's caliber. I'm reading between lines here, but the fact that it was specified that neither bullet matched makes me think the two bullets were different, meaning they came from two different types of guns. This is my reading of it - not necessarily the author's intention.

<spoiler> Quan did NOT kill Officer Castillo. As someone commented earlier, that's the whole reasoning for the book. The book does not disclose who actually kills the officer - again NOT Quan. The book is a great and easy read - read it in one day. </spoiler>
